This evening, our Bargaining Team met with district representatives for our second bargaining session. Over 40 PAT members were in attendance between our Bargaining Team and supporters! Again, our Bargaining Team came fully prepared. Our five articles were expertly presented by a variety of Bargaining Team members with special experience in each issue, like we did last session and will continue to do going forward. The district mood was again subdued, and they did not have any proposals to present. They continued to ask lots of clarifying questions throughout, and informed the team that they will have counter proposals at the March 5th session. We are ready!

Here are highlights from each Article proposed tonight:
Article 1 STATUS AND EFFECT OF AGREEMENT: This article clarifies that PAT is the bargaining representative for every member position including Board Certified Behavior Analysts, Speech Language Pathologists, Counselors, and Restorative Justice Coordinators. In addition, new bargaining unit members that transfer into PPS after serving 3 or more years in another district will only serve one probationary year.
Article 17 LEAVES: The goal of this is to improve our leave overall. This includes access to the sick bank, increasing bereavement leave, adding “cultural” in addition to “religious” reasons for leave, and other expanded benefits. We asked for an important addition: we want our members who might be navigating immigration or citizenship issues to have access to leave and PAT support.
Article 18 TRANSFERS:This proposal improves transfers and assignment conditions by removing job fair language, strengthening transfer and unassignment provisions, and requiring that permanent vacancies be filled by current or newly hired bargaining unit members. It allows substitutes to fill vacancies that occur after the first student day and clarifies planning days for new assignments and transfers. It also restores language committing PAT and the district to jointly identify and stabilize high-turnover schools.
Article 26 PERSONNEL FILE: This proposal ensures that Letters of Expectation are removed from the official district personal file after three years instead of six years.
Article 29 ADMINISTRATION OF AGREEMENT: This ensures that the District and PAT provide annual contract training for building/program administrators.
