PAT Bargaining Brief | March 19th, 2026

Hello Educators,

Solidarity.

This evening, our Bargaining Team met with district representatives for our fourth bargaining session. Again, over 50 PAT members were there between our Bargaining Team and observers.  Thanks for the support! 

Angela Bonilla (PAT President), Alisha Chavez (PAT VP and President-elect), Mike Carlip and Francisca Alvarez (Bargaining Co-Chairs), and Tina Lamanna (PAT Treasurer and VP-elect) opened the session with a joint statement in reference to PAT and District Furlough Negotiations and PPS’s Budget Crisis. In this preamble, leadership shared that we will be pivoting to bargaining a one (1) year contract with the hope that in the long legislative session next year, we can increase pressure on the legislature to fully fund education.

PPS Lead Negotiator and General Counsel Sharon Toncray responded with a statement acknowledging our efforts to pass a Furlough agreement, and quoted our very own UniServ Rep. John Shaban: “It is incumbent upon all of us to meet at the moment.” 

Unfortunately, these conciliatory comments were followed by PPS Package Proposal #1District commentary indicated the desire for any changes in the upcoming contract to be considered “pilot programs” that will sunset at the end of the contract in June 2027. Their rationale was that it is “safer economically and psychologically” for them. Our Bargaining Team is already prioritizing financially responsible high-quality changes to our contract, and we will vigorously defend contract changes for the long term benefit of our members and students. 

Finally, our Bargaining Team shared a cover page that identified the articles we intend to pass to PPS as proposals in the future, and which ones will be maintained as current contract language.
